Beneficiaries: - the whole population of Bethlehem governorate. The governorate covers an area of the West Bank located south of Jerusalem. Its main city and district capital is Bethlehem. Governorate population will be targeted by the public awareness campaign, invited to public hearings and invited to plan pilot interventions to be implemented together with JSCSWM staff. - Women, youth and students (around 600 units), will be invited and encouraged to take part to workshops, public hearing and pilot action. - seven staff unit from Bethlehem JSCSWM will benefit from the project activities. These are the general manager, the financial manager, the public relation officer, the fees collection officer and the technical managers. Few of these are newly employed and others will be employed by the project and are in need of support and capacity building. - 38 local experts working in SWM at the local authorities’ members of the JSCSWM will benefit from the capacity building activities and will participate at the public awareness campaigns.
Project objectives: The overall objective of the project is improving the quality standards of life of Bethlehem Governorate population thorough the improvement of public services provided by JSCSWM. And the Specific objectives are strengthening of financial viability of Bethlehem JSCSWM through costs optimisation, settings of a tariff plan for solid waste management services, increase in fees collection ratio and financial management capability. Obtain the public participation through an increase in the awareness level of local population over environmental and sanitary risks deriving from improper waste management, making them involved in solid waste problem resolution. Raise of the share of resident population keen to pay for SWM services
Expected results: - SWM assessment report. - A tariff plan for SWM service has been set. - The tariff collection system has been improved. - The tariff plan has been adopted by law. - The % of SWM tariff payers among resident is increased. - Bethlehem governorate population has deepened its understanding on SWM issue and has developed a positive attitude towards SW problem resolution. - Community has been reached by the information campaign. - Bethlehem governorate community has taken part to workshops, demonstration activities in schools and public areas. - Strengthened cooperation between authorities and communities.
Implementation period: 24 months.
Funding agency: Italian Government through the Palestinian Municipalities Support Program (PMSP) together with Municipality of San Giuliano Terme (province of Pisa) and Municipality of Capannori (province of Lucca).
Role of PWEG: PWEG is participating at the facilitation, coordination and implementation of activities aiming at financial strengthening of the JSCSWM, it will be principally involved in the planning and implementation of the public awareness campaign. PWEG is working side by side to the applicant while providing support for the general management of the project. In particular, PWEG will make available one deputy project manager and coordinator, one financial/economic expert (expert of financial management of Public Service Corporation) and one expert in public awareness campaigns. PWEG staff will continuously work with the Applicant and will be responsible of maintaining contact with the Italian coordinator.
Progress of activities:
Activitye1. Capacity building for Bethlehem JSCSWM. The JSCSWM staff has worked side by side with international and local experts during Kick Off Meeting in order to develop its own financial and technical management capacities, where The JSCSWM staff has worked with the local and international experts on creation of data base and questionnaire which will be considered as the main base of assessing the entire solid waste management sector in the governorate. The base for the achievement of the assessment of the SWM sector in the governorate of Bethlehem has been determined (questionnaire).
Activity2. Development of a Public Awareness and Community Participation Campaign. PWEG prepared terms of reference (TOR) for TV and Radio spots production and broadcasting, in addition, PWEG has prepared power point lectures on SWM which will be used in schools and targeting students of all ages. Part of the communication material has been prepared.
